Medical devices and health software: data protection and security and the main related ISO standards

The growing availability of technological solutions that can be implemented in the health industry products and services brings new challenges regarding the need of compliance to high levels of protection and security of (sensitive) data.

To manage these needs of data security and protection related to medical devices and health softwares, we can consider in particular the IEC 81001-5-12021.

In the next lines, we're going to understand how this standard can be relevant and its main correlations with the European Regulations and other ISO standards.

Medical devices and health software: IEC 81001-5-1:2021 standard

The IEC 81001-5-1:2021 on «Health software and health IT systems safety, effectiveness and security – Part 5-1: Security – Activities in the product life cycle» defines the life cycle requirements in health software development and maintenance.


This standard provides a common framework for secure health software life cycle processes, thanks to its set of processes, activities and tasks. These are the main sections of the documentation:

The purpose of IEC 81001-5-1:2021 standard is to increase the health software cybersecurity through activities and tasks in the health software life cycle processes as well as improving security in software life cycle processes themselves.

IEC 81001-5-1 standard and the relationship with European regulation and ISO standards

If we take a closer look at the IEC 81001-5-1 standard we can detect some natural correlations with the European regulation on Medical devices, the MDR 2017/745. The correlations are detectable both on software embedded into medical devices as well as for SaMD (Software as a Medical Device).


We can find also relevant correlations with ISO/IEC 20000-1:2018 standard on «Information technology — Service management Part 1: Service management system requirements», in this case regarding the common requirements in the software developement cycle.


If we take a glimpse in the future, we can imagine that there will be stronger correlations between the management of the software cycle and the security requirements in the development of AI solutions in medical device industry.


In this case, the correlation is between IEC 81001-5-1 and the ISO/IEC 42001:2023 standard on «Information technology — Artificial intelligence — Management system».

The Information Security: the controls set by the new ISO 27002:2022 standard

The International Organization for Standardization (ISO) has recently released the updated version of the guideline for the application of the operational controls for the ISO/IEC standard 27002:2022, also known as the «Information security, cybersecurity and privacy protection - Information security controls».


The new edition of ISO 27001:2022 Information Security Management Systems standard that the worldwide known Organization released some weeks ago – we gave you an update on our post here – refers to Annex A controls of ISO 27002 standard.


The ISO 27002 standard recognizes 4 large groups (clauses or themes) of operational controls:

  1. Organization Controls (aspects related to the organization)
  2. People Controls (details on single individual)
  3. Physical Controls (objects and aspects related to physical & environmental matters)
  4. Technological Controls (aspects related to the technology)
For each single control, the ISO 27002:2022 standard recognizes five attributes that constitute different ways you can adopt on considering the control.

In particular, 5 different views are defined which represent different categorizations of the controls seen from different perspectives:

  • The control type («when and how control changes risk» perspective);
  • The information security properties (integrity, availability and confidentiality perspectives);
  • The cybersecurity concepts (application of controls to information security perspective);
  • The operational capabilities (information security operations perspective);
  • The security domains (governance, protection, defense and resilience perspectives).

A closer look at attributes of the controls set by the ISO 27002:2022 standard on Information Security

As we already suggested on the previous paragraph, the new ISO 27002:2022 standard on Information security, cybersecurity and privacy protection - Information Security Controls sets 4 macroscopic groups of operational controls.


Let's take a closer look at each of which, considering the 5 attributes and how they affect the way you can put them in perspective.

1. The Control Type attribute on ISO 27002:2022 standard

The first ISO 27002:2022 standard control attribute we are going to analyse - according to our infographic - is the «Control Type» one.


This one sets the way you can look at the controls from a perspective of «when and how the control modifies the risk» with regard to the occurence of an information security incident.


The «Control Type» attribute values consist of:

  • Preventive (the control that is intended to prevent the occurrence of an information security incident);
  • Detective (the control acts when an information security incident occurs);
  • Corrective (the control acts after an information security incident occurs).

2. The Information Security Properties controls attribute according to ISO 27002:2022 standard

The second of the controls attributes set by the ISO 27002:2022 standard we take into consideration is the «Information Security Properties» one.


In this case, the attribute set a point of view of the controls according to the perspective of

«which characteristic of information the control will contribute to preserving».


The attribute values consist of:

  • Confidentiality;

  • Integrity;

  • Availability.

3. The cybersecurity concepts controls attribute set by ISO 27002:2022 standard

The third of all the controls attributes recognised by the ISO 27002:2022 standard we are considering is the «Cybersecurity concepts» one.


This attribute suggests the way you can view the controls from a perspective of «the association of controls to cybersecurity concepts», as defined in the cybersecurity framework described in the ISO/IEC TS 27110.


In this case, the attribute value consist of:

  • Identify;
  • Protect;
  • Detect;
  • Respond;
  • Recover.

4. The ISO 27002:2022 operational capabilites controls attribute

The fourth attribute of the updated version of ISO 27002:2022 standard we are going to consider is the «operational capabilities» one.


This attribute helps us to view the controls from a «practioner's perspective of information security capabilities».


In this case, the attribute values are:

  • Governance;
  • Asset Management;
  • Information Protection;
  • Human Resource Security;
  • Physical Security, System and Network Security;
  • Application Security;
  • Secure Configuration;
  • Identity and Access Management;
  • Threat and Vulnerability Management;
  • Continuity;
  • Supplier Relationships Security;
  • Legal and Compliance;
  • Information Security Event Management;
  • Information Security Assurance.

5. The security domains controls attribute according to ISO 27002:2022 standard

The last of all the ISO 27002:2022 standard controls attributes we are going to mention is the one known as «Security domains».


This attribute provides us a controls view according to the «perspective of four information security domains», which are:

  1. «Governance & Ecosystem» that includes the «Information System Security Governance & Risk Management» and the «Ecosystem cybersecurity management» (considering also the internal & external stakeholders);
  2. «Protection» that considers all these topics: «IT Security Architecture», «IT Security Administration», «Identity and access management», «IT Security Maintenance» and «Physical and environmental  security»;
  3. «Defence»that contains the «Detection» and «Computer Security Incident Management» matters;
  4. «Resilience» that includes «Continuity of operations» and «Crisis management».
The attribute values consist of:
  • Governance_and_Ecosystem
  • Protection;
  • Defence and Resilience.

itSMF Switzerland: promuovere la cultura della collaborazione per una IT Governance attuale

C’è ottimismo, dopo il primo evento organizzato in Ticino dal forum globale sulla IT Governance


Al termine del primo evento di itSMF -  il forum globale sulla IT Governance che, per la prima volta, si affaccia in Canton Ticino forte di seimila aziende, 40 mila iscritti e 50 “capitoli” nazionali attivi - le sensazioni sono molto positive.

Andrea Cherubini, che di itSMF è responsabile per la Svizzera italiana, è soddisfatto: «All’inizio ci aspettavamo un afflusso moderato. Siamo riusciti a coinvolgere quasi tutti i principali settori del tessuto economico locale, sapendo dei tempi diversi di reazione. Abbiamo comunicato in modo diretto e trasparente ciò a cui teniamo di più: i vantaggi concreti delle aziende nell’adozione delle migliori pratiche di ITIL per disegnare un modello su misura al fine di ottenere un alto livello di servizi informatici».


Gli obiettivi del forum - attivo in Svizzera dal 1998 - sono la creazione delle relazioni, della cultura e la divulgazione della formazione di base, nonché il confronto diretto tra le varie aziende. Per questo scopo si terranno a livello cantonale almeno 3 eventi l’anno.

«La nostra idea», spiega Cherubini, «è organizzare conferenze tematiche e tavole rotonde, eventi moderati anche a numero chiuso o con partecipazione ad invito, per mettere a proprio agio le aziende a confrontarsi su aspetti reali per misurare i risultati sia per l’IT che per l’azienda». 

itSMF può contare su una base di documentazione e conoscenze attraverso una rete di professionisti esperti qualificati e certificati per attività di coach mirate.

Durante l’evento del 28 marzo, nel corso dell’intervento introduttivo è stato spiegato come «gli errori del passato di affrontare questi temi ad un livello troppo accademico e teorico sono stati di insegnamento per trasmettere alle aziende una percezione del vero valore aggiunto. La nostra associazione è consapevole di lavorare in un contesto territoriale di gap culturale e risorse limitate». 

Cosa scopriranno, dunque, le aziende dagli incontri futuri? Che gestire in modo più controllato i processi informatici permette di intervenire sulla spesa in modo mirato con un maggior valore aggiunto, attraverso una misurazione costante delle performance in un ciclo di miglioramento continuo per raggiungere il proprio livello di maturità. 

Questo concetto costituisce anche un’enorme opportunità per diminuire in modo proattivo il rischio di cyber attacchi che in Ticino hanno colpito le aziende con numeri importanti. 

Uno degli effetti tangibili delle pratiche promosse da itSMF è saper rispondere anche alle esigenze di cyber security, ecco perché l’esordio è avvenuto in partnership con SecurityLab. 

«L’obiezione più ricorrente è la frase: “a me non serve”, “lo sto già facendo” ma una graduale implementazione delle migliori pratiche di governo IT è la miglior risposta per dimostrare i benefici e vantaggi. Dalla riduzione dei costi alla maggiore trasparenza e qualità fornita ai clienti, dalla maggiore concretezza nel proporre servizi utili e performanti alla capacità di accorciare significativamente i tempi di implementazione di un sistema integrato di sicurezza, che permette agli utenti di trovare ciò che richiedono da chi gestisce i loro dati».

itSMF Switzerland punta sul futuro con tanta formazione e una veste digitale nuova

La pausa che ci siamo presi per rilanciare la nostra attività associativa sta per finire. 

Avremo, nelle prossime settimane, un nuovo sito web 2.0, una nuova strategia di comunicazione e rinnovate partnership con il resto della svizzera e gli altri chapter nazionali per proporre tematiche di IT Service Management e IT Governance di livello, ma concretamente mirate alle esigenze locali confrontando le buone pratiche di tutti per trovare le giuste soluzioni. 

Ci attendono ancora gli ultimi ritocchi, qualche dettaglio da sistemare e, infine, saremo pronti a proporre nuovi - e spero ancor di più - interessanti eventi. Per renderli ancora più prossimi a voi e alle vostre attese, aspettiamo anche vostre proposte su temi che volete trattare, in virtù delle vostre specifiche necessità.

Master di IT Management e Governance conseguito alla SUPSI, attivo da oltre quindici anni come IT Manager, Project Manager, consulente IT senior esperto in ambito di conduzione e gestione nell’intero ciclo di vita dei servizi IT, docente con alcune supplenze all’attivo e mentor di Ated4kids. Questo permette di ottenere una maggiore produttività dell’IT derivata da servizi ottimizzati, la capacità di misurare bene le proprie performance e costi, una maggiore proattività e reazione dello staff a fronte di problemi e cambiamenti, un miglior supporto alle compliance di settore ed una più efficace attitudine ed attenta gestione dei rischi. 

E’ una bella ed avvincente sfida per il nostro territorio. A sostenere  itSMF nel suo obiettivo di  fornire un supporto molto concreto alle esigenze aziendali ci sarà anche la nostra associazione, nel momento in cui il Ticino si appresta tra l’altro, grazie ad AlpTransit, ad accogliere  opportunità di espansione del polo industriale e tecnologico dell’area di Zurigo a sud delle Alpi.

La tematica ITSM ha ormai raggiunto un livello di maturità consolidato grazie anche ad una maggiore capacità di adattamento (tailoring) allo specifico contesto di ogni dimensione, organizzazione e settore. La sua centricità, unita alla maturità, si rivela un concreto ed efficace supporto per affrontare le minacce e le opportunità del futuro sempre più incentrato sul digitale. 

Il primo evento, che presenterà l’associazione, gli scopi, obiettivi e le attività in Ticino,  tratterà in modo molto pratico e pragmatico i temi della IT governance e della gestione dei servizi IT nel contesto della Cyber Security.

La gestione dei rischi e della sicurezza è una “criticità” molto sentita.  È necessario e fondamentale un approccio di governo dei processi di sicurezza, per rispondere in modo veloce e preparato alle minacce, dal cyber terrorismo alle frodi informatiche, dalla criminalità all’uso non autorizzato o non consapevole delle tecnologie.  

Durante le sessioni verranno esposti gli ambiti di governance IT utili e propedeutici a preparare un sistema integrato di sicurezza informatica secondo le migliori pratiche di security governance per poter essere conforme, ma anche efficace e collaudato.

Questo è molto importante come aspetto di consapevolezza e di prevenzione per la gestione delle cause ed effetti, perché un cyber attacco impiega realmente poco tempo per colpire il bersaglio prescelto con successo.
